NASA got a free ride on CY, the agreement being that there would be sharing of knowledge. As for the discovery itself, NASA did say that the Indian scientists were involved.</description>

		<description>The article under Chandrayaan(CY) is not factually correct.In 1994,Clementine probe(US),through bistatic radar experiment detected echo patterns which could come from water ice. The result has been published in Science,v274,p1495,1996.A number of experiments have been conducted afterwards,mainly by NASA/US.Coming to CY,almost  the same radar experiment (employing 2 radars ,1 on Cy and the other on US probe),called tandem experiment,was tried .But unfortunately due to the malfunctioning of gyro on CY , the experiment was not successful.M3 was built by US/NASA and they have the right over the data. CY was simply a carrier .This is the reason why the  presence of lunar water was announced by NASA in their press conference.Also ,three papers were simultaneously published  in Science from three probes,M3 included.Till the announcement of NASA ,no such discovery was made public from Indian side.</description>
