Paypal India Outage – No Payments to or from India [Updated]
Paypal is facing severe outage and all payments to/from India are being reversed.
This is an email I received from one of the payment service
We were just alerted that PayPal India is experiencing some challenges and stopped allowing payments to be sent to or from India. Funds requested through PayPal India are being reversed to their senders, and users have no access to them. PayPal has yet to share with us an estimated time for resolution.

And here is what Paypal has to say
Your payment of xxx has been sent back to the sender of the payment. We reversed this payment because we have stopped allowing personal payments to be sent to or from India.
If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select “Goods,” and (c) provide a shipping address.
If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India. We are trying to resolve this issue as quickly as possible and we’re sorry for any inconvenience.
Seems this is not applicable for commercial payments.
Update: We have sent a mail to Paypal India and haven’t got any convincing answer yet. The only convincing part has been Alok’s comment on this issue:
I read somewhere that this has happened because RBI asked for some documents but Paypal didn’t furnished them and as such all the transactions from Paypal to Indian Bank has been reversed. That do explain the delay in withdrawing the money from paypal to bank accounts(which people are reporting that they are facing this from 26th Jan onwards) but doesn’t explain why the money is being returned to original senders and that too without any kind of intimation at all.

The Real Issue?

The real issue, as highlighted by Annkur from OnlyGizmos
1. eBay India is not actively involved in this as many Indian eBay sellers who sell internationally have their withdrawals blocked. These were goods, so the transaction is not reversed, but withdrawal to Indian bank account is blocked. To correct this eBay is taking the IFSC / SWIFT code from these Paypal users and doing a Manual Wire transfer. Note these are eBay sellers with a PayPal account, not normal PayPal users. So others are seeing their withdrawal cancelled as it seems from chatter on twitter.
2. This also explains why only personal payments are blocked and not goods. Coz goods are generally for ebay sales which is documented and tracked via eBay.in. But personal payments aren’t tracked. Confirms the issue with RBI is more to do with Tax Evasion.
3. While personal payments would take time to get resolved, the withdrawal to Indian bank account should be active soon. Though that would take some time aswell. No specifics given.

I have been receiving payment through paypal after Feb 10th. There was no reversal…
I think paypal is the only method to accept payment for me.. I have small size clients and I do very small works… some times my works are few hours and my charge may be low as $40 ,$50 etc…
did anyone know whether paypal stopped reversal of personal payment ? I think only withdraw to Indian bank is blocked in paypal.
Paypal is a heaven for small freelancers like me. in Xoom for accepting $25 my client need to pay $9, which is not acceptable. in paypal its nearly $2.

it is good to hear that payments are not getting reversed any more. what about others? – have your payments been steady? under what heads have your clients been paying you? it can’t obviously be personal – do you send an invoice or payment request through paypal to them for getting paid? Please share this info with all of us.
Also i feel at this juncture unless we find a good alternative to paypal we should not be in a hurry to write them off – but to use it to our advantage – get the money from them to india through xoom/checks etc…

hi there himanshu – no the payment to india through banks has not yet come through. requesting a check is the next best option. the paypal authorities have now waived off the $5 fee for a check withdrawal. you can opt for this – the checks are sent by ordinary post and if you have given the address right and if you have safe mail delivery you should get it within a fortnight. yes xoom transactions are high – but i guess all of us got kinda desperate a week or so ago and were worried especially since our money was in ‘no man’s land’

However, I tried to withdraw my money through Xoom.com, they have started denying such transactions as RBI policy says not to allow Intra India Transactions.
Our Pay Pal ID also has citizenship marked as that in India.
Is there any other way apart from check? I am in urgent need of money.

Easiest way to get verified in PayPal is using SBI..lol
If you have an account in SBI and are under 30 years of age. You can get a Yuva Card, which could be used to verify at paypal.
Yuva card is free and you dont have to pay any fees or monthly charges like creditcards. This service was started for young people in India.

Paypal has gone crazy. This is what I get when trying to withdraw using check.
“The address you selected cannot be used for check withdrawal. Address lines on a withdrawal check must be 35 characters or less. Please select another address or add a new address.”
How the hell do I cram my address in 35 characters or less. And when I am trying to add a new address, this is what I get “For check withdrawal, the City, State / Province / Region, and Postal Code fields must total 31 characters or less.”

Yes it was – From my PP to my Bank A/C. Does that matter? My bank is with State Bank of Travancore. Could that be the problem?
Ok here is another thing that comes to my mind. Earlier(read two years ago) I had tried initiating a transfer from paypal to Bank of India – it did not come through – the bank rejected it or something. I then opened an account in HDFC and started sending funds to it and there had been no problem. If you had been able to successfully transfer funds to your current bank from your paypal account earlier I don’t think there would be a problem. If not I think you should open an account in HDFC or Axis bank and try it out! The other banks for easy transfer are ICICI/Standard Chartered as far as I know. You could alternately talk to you bank manager and clear this issue.

I think talk with bank manager is useless… They may not even know what is paypal… 2006, my Bank manager told me he don’t know what is paypal and HDFC don’t have any tie up with the company.

I think credit happens between 5PM and 6PM
I checked at around 6pm in the evening to realize that the transaction was through. It had not been credited when I had checked at 4 pm.

They are saying in their CS email that there is a violation of their terms and conditions. Another big problem I am facing is xoom is canceling any payment that is sent to my bank account from different clients in the US. It is really frustrating that I am not receiving any payment.

I received my payment via Xoom yesterday.
I suggest you do the following:
1) Send money to yourself. I mean absolutely “yourself” – your name, address and phone number. So sender and receiver is the same.
2) Make sure you select direct bank credit – not cash pick up or anything.
3) Keep tracking it to see if the Xoom status has moved into the next stage.
4) Any questions – call their Indian support number : 01242575678

Ok – so:
a) Create a new PayPal account
b) Get a VCC
c) Have the new PayPal account verified
d) Withdraw using Xoom in your own name to a bank account.
e) Use Xoom coupon code.
You can do all this today itself. You should have the funds in your account tomorrow evening.
To answer your question:
When you buy the VCC – it will cost you about $10. The card will have enough funds to verify your PayPal account. The card will be pre-loaded for $2 to $3 – so don’t worry about that.

You’re right Priya.
So let’s say you buy the VCC from John Smith. After you buy the VCC from this guy – he will give you the 16 digit MasterCard or Visa number.
This you will enter into PayPal as usual for verification.
PayPal will then charge that VCC for small amounts (you know this already).
You need to ask John Smith for the 4 digit code that PayPal used when charging your card.
Once he gives this 4 digit number (my contact gives this in about 2 to 3 hours), you will need to enter this into PayPal and you’re done.

Anil, When I checked with them, I was informed that – ‘the transaction is appearing as completed in our system. We request you to wait for 24 hours and the funds will be deposited into your account.’
They send this message on Saturday.

Also for those of you who still have not got your reversal fee back from paypal – write to them with details – they will do it with 24 to 48 hrs.
Only of my reversal fee charge had been credited when paypal decided to make good the loss. I then wrote to them giving them details of another one two days prior to this one – they have now credited that too.

Before doing this transactions I have done a little research and even called Xoom customer care. I would like to share it with you:
Things to remember with Xoom:
1. You must be having Indian PayPal account ( that is why you are looking for the way to transfer the funds which is stuck in your PayPal account now).
2. Your Indian PayPal account should be verified.
3. Your e-mail ID, by which you have created your PayPal account, you should use the same e-mail ID to create the Xoom account ( why to take risk?)
3. Your name should be exactly the same in your PayPal account, Xoom account and Bank account ( I mean exactly same, no negotiations, no question asked).
4. Your postal address in your PayPal account and your Xoom account should be exactly the same ( exactly the same, even in a difference of a comma (,) will not be tolerated)
5. Your phone number should be exactly the same in your PayPal account and Xoom account. also, while sending the money via Xoom ( you will be the sender and receiver both) – therefore your postal address and phone number should be the same ( recipient and sender)
6. You must choose only bank deposit ( you cannot opt for cash pickup)
7. The moral of the story is if you are having a verified Indian PayPal account, then you can transfer the money only to “yourself” via Xoom ( there may be some lucky guys who have done the successful transactions by not following the rule.
8. Xoom Indian customer care number is 1800 180 1233. This is a toll number so don’t hesitate to call them
. by the way, Xoom customer care people told me that I will receive my money within 2 days but I have received my money in just 9 hours
9. try to break the rules, and suffer the risk of get your transaction canceled.
10. I have also received a Xoom coupon, therefore my transaction was completely free of cost

I am not sure – but I strongly advise you against it.
I mean – it’s likely to be returned to you. It costs about $10 to get verified – why don’t you use that with a coupon code? That would be what I would recommend. It has worked for me.

To summarize, I’ve used CCAvenue, PayPal & Xoom – and for right now, I think you should continue receiving your payments to PayPal and then withdraw via Xoom.
I am talking to a few relatives and other contacts in the US and Canada – let me see what they’re coming up with as a low cost solution.
I have also spoken to some senior people at HDFC and then assure me that wire-transfers are done in 2 business days.
Apparently, larger IT service companies have an entity (branch office or registered company) in US etc – and they receive their payments at their respective local offices and do a transfer pricing (whatever that means).
If not for the prohibitive costs, we could all do this!
My transactions per client are in the $500 to $1000 range – so I am not sure what to do exactly – but will surely share it with all of you if and when I do find a workable solution.

There is a procedure in PayPal to lift the monthly limit as Paypal will send small amounts to the account.
Is this procedure VALID in the current scenario which is going in

Why don’t you try – you have nothing to lose. Make sure you do only bank deposit and only transfer to yourself.

Wallah – I have found a new option of the entire muck… Plimus… This service gives you an option between a Prepaid card from Payoneer or Bank transfer… The only issue is they do a monthly once transfer of the amount… You can load money to your Plimus account through Paypal… and get paid from there….

Yes, got the mail from Paypal today morning. I had been postponing this for a long time, but I think its a good thing to get things straightened the legal way.
First thing im going to do on monday morning is to meet my CA and get things started for IEC.
The exact news -
Paypal is going to start withdrawal to local bank accounts from March 3. But the clause is, a new mandatory field has to be filled in. Thats the IEC.
Had planned for it a long time back but my CA suggested that I wont need it unless the revenue crosses 25l a year. But its better to get it done anyways.
Recent issues with PayPal withdrawals to Indian Banks & more over payments just randomly being reversed back to the senders will have a deep impact on PayPal’s reputation. It raises so many questions like (THIS MIGHT CONTAIN SPOILERS):
A) Should we trust PayPal in future?
ANS: ABSOLUTELY NO
B) Are they really concerned about our Money?
ANS: ABSOLUTELY NO, After a long period of two weeks we receive an apology letter stating that “We are sorry we goofed up opps!”? and stuff like “Your money just got sacked since this is nothing serious to us we are just doing a drill of playing a game with your hard earned money”?
C) Is RBI responsible for this?
ANS: UNQUESTIONABLY MAYBE, So, Question is why this is happening in India and nowhere else? Question is why we are being kept behind curtains and dark? Question is why Moneybookers and other Payment systems are working but PayPal is not? you just want to exclude the RBI out of this since they are least concerned with us. Everyone failed here! RBI off course you cant expect them to give you a comforting truth so a comforting lie should suffice you! And PayPal Ow man no shit a multinational company failing to inform and notify of an issue of this magnitude. That was an AWESOME combination of purely frustrating, destroying & spreading chaos.
D) So what does PayPal tell us now?
ANS: “We are sorry, but your valuable to us so please give us another opportunity to goof up and play some more engaging games with your money” and “We just love to make more profits by giving you a pathetic exchange rate”
D) What now?
ANS: DTA (Don’t Trust Anyone) Get your sleeves up against them and find your own ways to get paid over any other medium that serves better, communicates better and keep them in plenty. If one fails other should work out.
Ive let all my clients know about this issue and advised them (in advance unlike PayPal) to switch over to some other Payment system which is reliable, responsible and does the main thing “ACTION” at PAR. The truth will probably be dead and berried RIP about what happened because the shame and disgust they bring upon themselves is apocalyptic now.

I understand from 1st March PayPal will start bank transfer, but IEC code has to be given during withdrawing money to bank transfer. To get the IEC code one has to be registered with DGFT and any tranfer of money has to be shown as export earning and return of exports done has to be filed at the end of each year. Any body have better knowledge on IEC code business.

Great news for all freelancer, small companies and coders, you don’t need to grab a IEC code to withdraw your PayPal credit to Bank now.
PayPal’s latest blog posts https://www.thepaypalblog.com/2010/03/new-bank-withdrawal-instructions-for-our-customers-in-india/ clarifies that you just need to use the “purpose code” which is different then IEC and they provide a lost of purpose codes for you to use depending on your type of transaction.

Infact they have just organised things little bit, its nothing as if our Govt. does not wants us to do Business.
Purpose Code will help Banks and other agencies to track the transactions easily & effectively.
We have been blaming Indian Govt. and Pay Pal but I can understand that it happens when we have no idea what is going to happen in future.
On the other hand I tried lots of services to Invoice my Clients located in Western Countries but truly speaking none of the service has easy mechanism as Pay Pal.
More over few clients got their money stuck in Moneybookers and now I have a type of blame from them by referring those sites.
If we have written so much against PP and RBI then it is our duty to praise them this time as they have done something logical and good for us and our nation as well.
Remember, we need to cooperate our Govt. on security and illegal laundering of money issues.

I had a similar problem a few months ago…I too did not have receipts to show them. So I called up the customer care and told them my situation. However, they asked for my photo ID proof, for which i gave my driving license (note:They did not accept my Election card as a valid proof…) and bank account statement to be submitted. So I got it scanned and then uploaded..However, you will need to call them time n again and harass them for this… I think i called them almost 25-30 times in a span of 4 days…and finally they checked it and the issue got resolved. So just get started…go out…shout at them, harass them, give them ur docs (as many as u can)…and u will see it is sorted. Best of luck dude!!

Dont leave a space…then it will accept the PAN number…for example ur PAN number is ABCD 1234C then WRITE ABCD1234C without any space in between.

I also requested a withdrawal on 7th, and it has yet not credited to my bank account. After enquiring from paypal, I was told that I should ask my bank and they cannot help.
I wrote them back just now that how can I ask my bank for something (whether right or wrong) never happened. I need some proof – which only Paypal can provide – that a payment was initiated from their side and its credit was denied to my account by my bank. Also, the same payment has not been reverted back to may paypal account.
Lets see what their reply is to this.
It was quite smooth since March 4th when local bank credits were restored by paypal; but it seems (after reading a few complaints here) that paypal is again having problems with bank credits.
The biggest issue is however that paypal is not clear when it comes to sharing info with its customers. their replies are treasures in themselves which are nowhere to be found. How can some executive in a renowned financial institution like paypal say that you should ask your bank why it denied credit payment to your account. All this without a proof and without reverting back the money to my paypal account. Doesn’t paypal know where the money has gone. For Gods sake, it was not cash that paypal delivered to my bank by a delivery boy who never quite reached my bank and has yet not returned back to paypal.

They asked me a few days back after a mailed them a prompt reply to the above mail t0 wait for 14 days in total. My money got credited back to my Paypal account on the 14th day and I got an email stating that there were some issues with some transaction made between 6th & 9th.
Now, i guess telling the same thing earlier would have saved me anxious nights and increased their credibility.
Alas, thats the way companies work in India.

For all who initiated the withdrawal on 10th, i just want to tell you people that as you know that it will take 3-5 working days generally to get the money.
You have Saturday (half day for most of the banks) Sunday and Tuesday as holidays and that’s the main cause of this delay and i am sure you people will get the money by today or by max tomorrow.
So chill out and don’t worry too much

Electronic transfer is not an issue now with paypal. My concern is that as the local bank credit issue was getting delayed last month, I requested paypal for a check on 23rd February. Its March 17th today. I am from Mumbai. How much time does paypal usually take to send the check to places like Mumbai. When & what should I try if need arises?

What are different options to get money in India for our consultancy
I have an unverified paypal account. I initiated a withdrawal for about 400$ to my bank account near about 20 March. It showed as in progress for about 2 days and then was reversed and my account got limited. The resolution center asked me to submit id proof and residence proof documents. I submitted my pan card copy. However they next asked me to submit a utility bill.
I submitted my voter ID card instead and mentioned that since I lived on rented accommodation, I did not have a utility bill in my name. Apparently this satisfied them and my account limitation was lifted after about 1 week after my account got limited. However the reversed balance was lesser than when I had initially started the withdrawal. In details the currency conversion seemed to be the cause.
After pestering them through the contact us form a couple of times, they restored my balance to the correct amount. I initiated a withdrawal again in the first week of april, and I finally got the money in my account in about 4 days.
Just an update for the worried souls out there. Though the experience left me a bit irritated, I finally did get the money in my account. And I have now moved to Payoneer. Lets see how it goes.

Seems like the same old problems are returning back.
I have done two withdrawals one on 9th April and the other on 11th April, I got the funds in my bank for 11th transaction but it was pending for 9th. After calling them 3 times they said the purpose code used was wrong and they reversed the amount and then asked me to do the withdrawal, which i did while talking to them on the phone yesterday ie 15th April. They said now they are not seeing any issue and i will get the funds, today morning i have seen the status and it still says pending donno what will happen now.
This paypal is giving a really tough time to all of us, we should raise a voice and need to do something about it quickly and its better to shift to alternative resources.

I made funds transfer from pay to my a/c in Indian Bank, Ponnai. But after two weeks the reply came to my mail saying. we could not make funds transfer due to techinical problems and they have charged more than 10$ for a very small amount. Still the amount remains untranfered. what to do?

Getting a Check from PayPal on your doorstep takes approx. a month and yes, it comes via regular mail. I have shifted to Bank Wire and other payment methods so this time PayPal policy wont affect much and hope everyone else has also learned the lessons from earlier glitches and not in a bad situation now.
Rahul thanks, but clients are so hesitant to pay via bank transfer. What are the other options you are taking about.

As when you will deposit the cheque, it will take another 15 days for your bank to get it cleared and you will be unaware of the rate at which it is converted to INR, moreover, there will be Bank Charges as well on the same

Withdraw from PayPal only if you need it urgently as the option to withdraw via check/credit card will always be there and PayPal is not going to close its shop soon anyway. The only loss in my option is the interest which the money would be earning if it would have been in a Bank Account. Otherwise, its okay, you can use that money to pay bills etc. And if you want the money urgently, Xoom, check & credit cards are options.
I am using Xoom, PayPal & Bank transfer as method for payment collection right now. Xoom had been doing okay for me yet from past days but last 2 days were too bad with Xoom. They canceled my 8 transactions from clients (my family and friend
, as commercial payments are not allowed in Xoom/Western Union etc). No money has been lost but I have started accepting PayPal transactions now and its working nice for now, no reversals.
So PayPal and Bank Wire are two method of payments again for me.
Old golden days are back now. I am just not able to withdraw the funds via Bank withdrawal from PayPal, which I hope would be available by next 1-2 weeks.

My clients have called xoom about transfer getting cancelled and this the reason xoom is giving now
“Your transaction has been cancelled in accordance with Xoom’s Customer Protection Policy. We cannot complete this transaction due to a problem with the recipient’s ability to receive funds via Xoom. Unfortunately, due to US Privacy laws, we are prohibited to disclose further information”
So we cannot ask them to send via xoom now. Does our paypal to our xoom still work. Have you tried it recently – let me know.

Dont worry you will get back your money to your paypal account. You will be getting some less amount credited back to your paypal account but dont panic, Just write to them about the same and they will put those extra bucks that you should have lost due to transaction reversal.
Coming to the withdrawal part, As i am also in kind of urgency i have used xoom and initiated my payment today at around 12 pm and within 2 hours i got the confirmation mail that my payment is varified and is now under partner processing and i spoke to customer care guys of xoom and they said it will take 24-48 hrs to get the funds and they assured that the funds willl be safe and secure.
So you can try xoom.

Try withdrawing to your credit card which you used for verifying your paypal account. I transferred to my credit account SBI bank. Its credited in my account after 5 days. Use alternative way my friend either check from Paypal or withdraw to your credit card. This is the method I’m using now.

Ram – they have returned almost all our money. If they have not returned it must be an oversight. But don’t wait for them to realize they have missed it. Write to them giving them all the details – it had happened with one of my transactions. They had compensated for one of the transaction and had overlooked the other. When I wrote to them – my $50 loss was compensated within 24 hrs. It will come back – But do write to them.
It is not about SBI Card or BOI Card… Any card with a Visa logo could be used to withdraw money from Paypal.
No. I am Having kotek Mahindra card with VISA logo etc. They do not have tie-up with Paypal

I understand IEC code has to be given during withdrawing money to bank transfer. To get the IEC code one has to be registered with DGFT and any tranfer of money has to be shown as export earning and return of exports done has to be filed at the end of each year.
Great news for all freelancer, small companies and coders, you don’t need to grab a IEC code to withdraw your PayPal credit to Bank now.
PayPal’s latest blog posts https://www.thepaypalblog.com/2010/03/new-bank-withdrawal-instructions-for-our-customers-in-india/ clarifies that you just need to use the “purpose code” which is different then IEC and they provide a lost of purpose codes for you to use depending on your type of transaction.

It isn’t clear as of now..Maybe, Personal code is required for paypal’s reference but they do say that the receipts maybe verified by the banks. What do you think?
IEC is a major pain in the ass because of the formalities involved. I beelieve that we will be better off with the personal code thing. Let’s wait for 3rd march
