Sounds like a very positive progressive thing to do. Most people are indeed responsible/mature enough to manage their work/life equations, and the negotiated "X number of vacation days" is a figment of the industrial-labour-union era that continues to hang around.

Aside : HR hasn't really innovated beyond the "take more money" approach that are unhealthy in the long run for everyone.
