    Magento is built on PHP itself. 
    Its depend upon you, how you want to use, which features do you want. And what is your budget.

    I would like to add one more point here. Magento is very resource intensive and shared hosting is a big NO if you plan to use Magento. In fact, shared hosting is not ideal for any e-commerce website but my point is that go with a decent VPS or cloud hosting if you decide to stick with Magento.

    It depends on scale of the store. If it's simple store, you can develop on your own. If it's a complex project, better go for ecommerce applications like magento. You have atleast 10 other free alternates to magento, like, Prestashop, OScommerce, opencart etc.,

    Reinventing an eCommerce engine from the groundup doesnt sound like a good idea when you have a product like Magento which has been in the market for a long time and gone through years of refinement.

    You should also take look at managed carts like Shopify and martjack.com.
